2471: Compare diffs with other review requests to alert users to potential conflicts

Describe the enhancement and the motivation for it.

Compare the users proposed diff to other review requests to see if any of the code overlaps. 

If both users get approval then there could be a conflict between the two users changes and it would be nice if Review Board alerted the users before they go to check in their changes.

What operating system are you using? What browser?

This is a nice pipe dream, but would be very, very computationally expensive to implement.
