What steps will reproduce the problem?
1. Add a non-existing reviewer by typing gibbish in the people field, like "asdsadsadsda"
2. Click on "ok" or press enter
3. Notice the red warning section appears and hides. However, the spinner never disappears and the "Publish"/"Discard Review Request" buttons are disabled.
What is the expected output?
The spinner should disappear and "Publish"/"Discard Review Request" should be enabled.
