Describe the enhancement and the motivation for it.
we develop eclipse plugin for reviewboard (it is for Open Source). If it is allowed for mutiple projects to commite RB request at a time, relative path doesn't meet the requirements. So if it is absolute path this function can realize.
And absolute path will also easier for other platform connect with reviewboard.

We're pretty limited by the fact that we have to support diffs coming from various sources that generate them in various ways. I don't think we can or should do anything here.
