2276: Integrate review and diff view

1. View that integrates diff and comments so you see all comments of a file in same place instead of grouping comments by user. Comments should be shown in the change that were made.
I don't think we're planning any major redesigns of this anytime soon. Since we haven't received more requests for this, I'm going to close it for now. We can potentially revisit this in the future.
