2175: Provide a summary table of opened issues.

It would be helpful if each review comment could be 'checked off' or otherwise be tagged or marked as accepted/rejected to ensure all issues are properly addressed. In addition, a kind of table of contents should be generated between the review request box and the first review comment box, which would display statistics like 'X out of Y review comments marked', in addition to quick links to the review boxes (if there are more than one).

The first half of your request is covered by the new "issue" feature in 1.6. The second half I'm going to repurpose this bug for.
