2174: Ability to add tags to review requests

With many open review requests it becomes difficult to properly prioritize them. It would be extremely helpful if one could create/remove review request tags/keywords, and have them displayed in a column. Preferably each reviewer should be able to create their own set of tags. Ideally, besides using text, they may also have a color assigned to them.
