Describe the enhancement and the motivation for it.
We use a script to auto-submit review requests based on svn commits and reviewboard kindly auto-assigns the proper reviewers to each commit. However, sometimes the reviewer is also the submitter which results extraneous emails. In addition, sometimes we have new users who need to have their code reviewed by specific people. We would like to be able to specify a regular expressions which works in combination with the file regular expression so that if both result to true, the proper users are assigned.
