2103: On click on Expand changes link it only shows 21 file diff but collapsed changes shows 28 file diff

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Open the link containing above of about more then 28 file diff
2. Click on the expand changes link to see the diff
3. You can see the expand changes list gets reduced to 21 file diff.

What is the expected output? What do you see instead?


What operating system are you using? What browser?

This seems to be due to a changeset that contained files with no changes.
