21: Perforce "Revision 1" revisions need to be normalized to Pre-Creation

What is the expected output? What do you see instead? In Perforce, new changes are against a "Revision 1," which is really the same as our PRE_CREATION. We need to normalize these so that we don't attempt to cache them or display them incorrectly. It's possible that in Perforce diffs, the "source" file is showing what revision it's going to be. We need to investigate this.
