2057: Detect and auto-link review request IDs

Describe the enhancement and the motivation for it.
Frequently I make a reference to another review.  Rather than paste the full URL, I would appreciate that if the word review was followed by a number, it would automatically be turned into a hyperlink similar to how Bugzilla autolinks bug numbers.

Reference it by /r/123 and it'll do just that. That's our shorthand for review request IDs.

Sorry, but I don't understand.
I used /r/7721 in a comment and that is exactly what I got, I was hoping for it to be automatically replaced with a hyperlink to the corresponding URL similar to the Bugzilla autolinking feature.

It kinda works with /r/123 but issue 1893 prevents this to be usable. Also it would be nice if /r/123 was replaced by a link in the e-mails that are sent.
