1956: Review Board Web shows Question marks instead of cyrilic symbols

What steps will reproduce the problem?
1.Create Review Request
2.Type some text in russian into Summary field and press OK.
Russian text displayed correctly.
 
3.Refresh page (F5). 
there are several question marks instead of russian text in Summary field (please see screenshot). All other text fields does not support ciryllic also.


What is the expected output? What do you see instead?
Correctly displayed cyrilic.

What operating system are you using? What browser?
Linux Debian 5 / Crome,IE8
