1911: Marks can be posted with uncheck rubric components

What version are you running?
v0.9.2

What's the URL of the page containing the problem?


What steps will reproduce the problem?
1.  Mark a student using the rubric, but leave one of the rubric elements unchecked.
2.  Set the status to complete.
3.  Release the marks.

What is the expected output? What do you see instead?
Should get an error message at step 2.  We don't.


What operating system are you using? What browser?
