1909: Information passed from post-review to RB does not show up in draft

What version are you running?

What steps will reproduce the problem?
1. post-review --summary Foo ...
2. look at draft on returned URL
3.

What is the expected output? What do you see instead?

I expected the draft to have summary set, but it don't.

What operating system are you using? What browser?

Ubuntu 8.04.4 (server)

The only way this can happen is if you're not logged in on the web UI...
