1841: ReviewBoard documentation should explain how to add a Bazaar repository

The documentation mentions that bazaar can be used, but no examples are given and no details are available short of reading the source code.

I would also appreciate this; I "deduced" how to get to issue 1845 at least, but I'm not sure if I'm doing things correctly.

There were a few bugs that were motivating these requests. Now that those bugs are fixed, adding bzr repos is pretty easy, and there's nothing unique about it.
