What steps will reproduce the problem?
1. Add a large number of comments to a large diff.
2. Publish the review.

What is the expected output? What do you see instead?
When I use the e-mail link to access the review and then view the diff, the comment flags are moving to new locations each time I open the diff. Some comment flags are not appearing at all. As you can see from the URL, we have over 500 reviews in our system and we have 2000+ comments in the system. This review had 22 comments in it.
What operating system are you using? What browser?
Windows XP. Internet Explorer 8.
