Screenshot functionality

Describe the enhancement and the motivation for it.
If you're hosting reviewboard on multiple machines, local screenshot storage doesn't work, and if you don't want to use S3, that means screenshot functionality is shown to users but is just broken. I'd like to be able to just disable screenshot functionality so we don't offer a broken feature to users.

It should be configurable to enable/disable this functionality.  In a large organization, this feature may be abused [inadvartently ofcourse] by innocent looking developers.
