What steps will reproduce the problem?
1. Create a new review, but don't publish it
2. Create a comment on a specific line
What is the expected output? What do you see instead?
I'd expect that the comment gets saved, or if comments aren't allowed for pending reviews, not to be able to comment (or at least to get a warning that I can't comment on pending reviews). Instead there's an error. This happens even if I've got a published review but an unpublished new diff.
What operating system are you using? What browser?
