Describe the enhancement and the motivation for it.
We use ReviewBoard "inside the firewall" and as such don't have much need for captchas.  It would be nice if this wasn't a required dependency.

Right now it's difficult to provide this as an optional dependency and still be able to offer a good out-of-the-box experience for this. We can look into this, but given the code changes (much of the code assumes the existence of the module and a lot of that has to change), it likely won't happen for 1.5.

Hoping maybe to have some in-admin install functionality for eggs (provided it has a directory to download into). If that happens, this can be fixed there.

A better option down the road may be mirroring and making it easy to download all dependencies, but I don't think we want to single this one out.
