Describe the enhancement and the motivation for it.
As stated in the documentation (http://www.reviewboard.org/docs/manual/dev/admin/management/repositories/#deleting-repositories), we're advised never to delete a repository. I can see the value in keeping the old patches around for historical value, but as the number of repositories grows the list of choices under the repository drop down gets a bit cluttered.

Since the ultimate motivation is to keep old review requests around while keeping the list of repositories uncluttered, it would be nice if we could mark a repository as "inactive" or "hidden" in the admin interface. This would also prevent people from mistakenly using the wrong repository for their review request.

What operating system are you using? What browser?
Mac OS X 10.6.4, Google Chrome 5.0.375.125
