1707: Description should not be required

What version are you running?  1.5 beta 2

Sometimes the summary is enough to describe the review request, and the description isn't necessary.  I'd prefer the option to allow an empty description.

For a reviewer, knowing more information about the change is always beneficial. I don't think in the majority of cases that a 1 line summary is sufficient. I believe by making this field optional, we'll do nothing but decrease quality.
