170: E-mail alerts

This is a feature request. It would be very helpful if one could set up
e-mail alerts for such events as:
Incoming review request to user/group.
Published comments on outgoing reviews.
Pending reviews from a certain user or on files or directories one wants to
observe.

We already have e-mails for new review requests and comments, so long as you've
joined the group (My Account in the top-right). There's nothing for specific files or
directories but things should be sent to the proper group that owns those files or
directories.

Now that we have default reviewers, you can request from your admin to be placed as a
reviewer for all files modified in a specified path. In the future we may add UI so
that people can (if the admin allows) set up their own file paths to watch. Anyhow,
this along with the rest of the e-mail support should fully fulfill this request.
