What steps will reproduce the problem?
1. Install RB
2. Log into RB server from your workstation
2. Migrate to new RB installation on same server
3. Attempt to log into new installation from same workstation
What is the expected output? What do you see instead?
Expect login page to log in. Instead, we get "Cookies must be enabled" on a
valid login attempt, and normal error messages on invalid login attempts.

Please provide any additional information below.
This is probably in-between a bugfix and enhancement request. In this case,
the rbsessionid cookie seems to be causing this non-intuitive error
message. It would be preferable to not have to ask users to clear their
cookies to log in again.
