1646: Allow to override email notification sender address

Many SMTP providers do not allow to specify arbitrary sender address (only account owner's address is permitted). Thus all attempts to send email notification via such servers are rejected. I think it is worth to add optional field to ReviewBoard e-mail settings page which will be used as sender address for all outgoing notifications.
