1631: Password entry dialogs in rb-site install should require verification

What version are you running?
20100427 nightly

Issue - when installing a new site, there are two password prompts (one for
the database, one for the admin user.) Neither of these prompts allow you
to see the password as you type, and neither of them prompt more than once.
If you mistype the password, then you're stuck with it.

Proper behavior - Prompt for each password twice, compare them, and only
move on if the passwords match.
