1595: Add default exclude patterns to .git repository

In branch under development after prepare-dev.py there is a mess with new
files. It will be nice to see following exclude rules in default
.git/info/exclude

*.pyc
/ReviewBoard.egg-info
/reviewboard.db
/reviewboard/htdocs/media/djblets
/settings_local.py
