Describe the enhancement and the motivation for it.
Add per-user time zone configuration. All times are displayed in the
server's time zone. It would be just a bit nicer to (optionally) have
timestamps displayed in the local time zone.

What operating system are you using? What browser?
WinXP/Firefox 3.6
