1424: Screenshot comment displays the new comment text rather then the actual screenshot selection itself

What steps will reproduce the problem?
1. I posted a review request that included, among other things, a comment
on a screenshot.
2. When I submitted it, I noticed that instead of the selection of the
portion of the screenshot I was commenting on, my review seems to contain
an exact replication of my actual comment text instead.
3. See https://reviewboard.eng.vmware.com/r/117338/ , scroll down to the
first review by me, and see the first comment in it.

What is the expected output? What do you see instead?
- Uh, it should show the portion of the screenshot I selected rather then
the text I type as a comment on it? :)

What operating system are you using? What browser?
- Win XP Pro 64-bit SP2
- Mozilla/5.0 (Windows; U; Windows NT 5.2; en-US; rv:1.9.1.5)
Gecko/20091102 Firefox/3.5.5 GTB5 (.NET CLR 3.5.30729)

I think what's happening is that image serving (or thumbnail generation) got broken
on VMware's server, and you're seeing the ALT text instead. Can you open a bug on
bugzilla, category Internal component Review Board?

Hi. I wasn't going to go into internal details, but we do have an internal bug and I
am the assignee as I admin our RB instance now. That said, the question stands: what
conditions would lead to this behavior where RB runs fine, produces no errors, but
creates empty src="" references in reviews of screenshots?
