1399: Mark review as "submitted" only if all remarks are commented

Describe the enhancement and the motivation for it.

Need an option to add constraint like "Review can be marked as 'submitted'
only if all review comments contains replies". This constraint will help to
detect not applied remarks inside a big code review.

I think defect tracking would address this in a better way. I don't really like imposing too much structure on something which is better done via process and social expectations.
