Instead of uploading diff file, There should be an option to accept
checkout path and create diff file internally.

How would this work? The web server would need access to every person's code
filesystem, which would be a security risk and would only be useful to a very tiny
percentage of users out there.

No, in many firms, IT department has a development server of Linux. And clients use
windows machine with Tortoise SVN. A checkout is taken on linux server so that common
code backup and other policies may apply, and used in windows using SAMBA server.

This is also good to avoid extra network traffic.

i think most of the IT departments operate in this scenario.

This sort of integration is really, really hard to do in a generic way, and
introduces a lot of moving pieces.
