1311: Missing critical info about installing on linux with perforce

Describe the problem and any recommendations below.
Under section "Installing Source Control Components" the paragraph about
"Perforce" does not specify that you need to have the p4 binary in your
path on the server. post-review.py fails without it (Issue 1310).
