1294: the floating "You have a pending review" bar squanders precious screen space

What version are you running?
  I can't tell: I'm using reviewboard.eng.vmware.com, and it just says
"Review Board beta" at the top.  Shouldn't the "Report a bug" link
autopopulate this field, anyway?  (I just filed
http://code.google.com/p/reviewboard/issues/list?thanks=1293&ts=1251475867
suggesting that.)

Describe the enhancement and the motivation for it.
  When I'm marking up diffs, the floating "You have a pending review" bar
at the top takes a lot of precious real estate when I most want it.
  I suggest replacing the full bar with a smaller one in the upper-right
corner, and its three buttons with a drop-down.

What operating system are you using? What browser?

Not that it matters, but the actual URL for the version populating ticket is

We're unlikely to change this. It's possible we could have some sort of a collapse
button on the side, but we *want* this seen and noticed. Maybe someday if more people
want this feature and are willing to do some work on it.

We're pretty happy with the UI as it is today. Sorry about the small screen, but
supporting configurable options for this just means more to maintain, and making it
less visible is exactly what we don't want. If more people were complaining about
this UI we'd look into alternatives, but so far this is the only case I've heard
where it's taking up too much space.
