Describe the enhancement and the motivation for it.
Right now, when a user uploads a diff, they own the diff and no one else
can update it. Other users can comment on it, but it would be useful if
other users could upload new diffs of their own. This may be undesirable in
many cases, so we'd need to provide an option and/or restrict users who can
collaborate.

This is pretty unlikely to happen any time soon. Review Board isn't really designed
for this model.

For now I'm going to say no; this workflow is pretty unusual. If we get more requests
for this we'll start to think about how this might work.

I strongly disagree that the workflow is unusual, but I agree it doesn't fit into the
current model of ReviewBoard.

One thing that was a problem though is that a user trying to update a diff on a
review originally opened by another user, there is a silent failure. I'll verify if
this is still true and file another bug.
