Describe the enhancement and the motivation for it.
Show the status of the SCM changeset next to the changeset number, i.e. if
a review is requested on a *pending* changeset then show:

Change Number: xxxxxx (pending)

If review is requested on an already committed changeset then show:

Change Number: xxxxxxx (submitted)

We can show when it's pending, and do so now in 1.1. If it doesn't say pending, then
it's submitted. This is all we're going to do here for now. Going to close this as fixed.
