122: Show comment window content in draft form on main review page

It really bugs me that there is state kept in the popup dialog I can access
only when reviewing or annotating a screenshot.  Whenever I add a comment
with this window, it should appear on the main review page as a draft.

Ideally it would be inline and appear just as if I was adding a comment,
but adding it as another review at the bottom would still be a big improvement.

Hopefully we'll get at least part of the way there with the new jQuery-based UI.

We'll have something close enough for this for 1.0. I'm not going to add the review
itself, but there's something very very similar that will be available and more
readily accessible soon.

We now have this in the Edit Review dialog. It looks like a published review, but is
editable and available on any page. Added as part of the UI rewrite in r1644.
