Describe the enhancement and the motivation for it.

Screenshot review is a great feature for UI development.
And sometimes I want to be reviewed for a new UI design, however, currently
a repository and a diff file is required for opening a new review request
so that it can not work alone.

I think it is better for future enhancements to allow
repository-independent reviews, like for screenshots or any single-file.

This is sufficiently similar to bug 382 that I'm going to call it a duplicate.
