1211: Permissions for automating post-review

Describe the problem and any recommendations below.
In order to configure automating post-review it says that we have to create
an user with '“Can submit as user” Permission', but I have to put to him
the '“Can edit review request” Permission' too in order to work.

So documentation error or bug ?
