Reviewboard could cc itself on notifications and apply comments it receives
in reply to the relevant review.

In the simplest fashion it could merely tag the entire comment at the end.
 More advanced functionality would have it leave hints in notifications to
allow it to thread replies.  It could also look for a defined list of key
phrases as "Ship it!" indicators.
