1209: Add ability to download whole file when viewing review

A "Download Diff" button is provided on each review request page. It would
be nice to also have the ability to download a whole file (as it appears on
the right hand side of the diff viewer). This would make it easier for a
reviewer to try out the proposed change before commenting.
