1140: Draft review requests do not have the close tab and hence cannot be deleted

What version are you running?

1.0RC2

What's the URL of the page containing the problem?
Any review request draft

What steps will reproduce the problem?
1.  Create draft.

What is the expected output? What do you see instead?

Expected to see close tab and be able to permenantly delete draft requests.
Works fine for published requests.

What operating system are you using? What browser?

Ubuntu 8.04 and Firefox 3.0.0.10
Please provide any additional information below.

Discarding the initial draft deletes it.
