104: Make it easier to specify reviewers

What's the URL of the page containing the problem?
Posting a new review request

What is the expected output? What do you see instead?
Instead of a text field for naming the users and groups that should review
the change, it would be preferable if it were some sort of widget that
showed all the choices and allowed the user to select the reviewers.

The people and groups fields now do completion based on the users in the database.
