Describe the enhancement and the motivation for it.
Sometimes a review request has multiple review groups. Each review group could have their own configuration for pmd/checkstyle. This is great as every review group will check other things.

But often they have some common checks in their config. This leads to duplicated issues. These should be detected by review board if another "pmd/checkstyle" would mark the same issues on same line.
Please provide any additional information below.
