3986: Permission denied when attempting to open attachments

What's the URL of the page containing the problem?


Any ticket with attachements.


What steps will reproduce the problem?


    

  1. Click on any attachment to open/expand.
    2. 



What is the expected output? What do you see instead?


Expect attachment to be opened.  Instead I get a page with: "Either the requested attachment does not exist or you do not have permission to access it."  I'm assuming any user should in fact have permission.
